It was brought to the Senate because of McCain's own issues of being born on a military base hospital in Panama, per his own long form birth certificate, which he provided the Senate as proof that he was born on a military base to two U.S. citizens, and not in a civilian Panama hospital as some alleged.<BR/><BR/>While the resolution is non-binding, it is very, very telling of the Senate's understanding of what natural born citizenship is in at least one respect, it clearly states in that resolution at several places that it is understood that the person who is to be considered a "natural born citizen" must be born of parents (plural) who were citizens of the U.S. ... at several places ii refers to parents and American citizens in the plural, i.e., both. It always uses the plural. That is the key.<BR/><BR/>http://leahy.senate.gov/press/200804/041008c.html<BR/><BR/>Read it yourself. What is very interesting about this resolution is that Obama voted for it, I am told. Thus Obama knew the spirit and intent and "sense" of the Senate, and that of the Secretary of Homeland Security who thus oversees the Immigration Department and knows that law and was a Judge at one time, who himself testified at the discussion of this resolution, that both parents must be American citizens for the child to be considered a "natural born citizen".<BR/><BR/>While I think the original intent of the framers was even more restrictive and they intended it to mean that the child had to be born on U.S. soil too, plus have both parents be citizens, at least this resolution has the "key indisputable fact" in it, in a Senate resolutions, that both parents must be American citizens to be considered "natural born citizen". I think that is a key and essential part of even modern thought of natural law and on who is a natural born citizen, i.e., that both parents must be a citizen of the U.S. Also we have the statement of the Secretary of Homeland Security stating that too, that both parents must be citizens, in the Congressional Record.<BR/><BR/>And we absolutely know that Obama's father was NEVER a U.S. citizen and Obama has acknowledged that many times. Thus on that point alone, Obama is not a "natural born citizen" of the USA. You and I know it, and it appears the Senate understands this too in their "sense of the Senate" resolution on this. But the Senate so far has refused to confront Obama about it. And Obama never of course asked the Senate to rule on his natural born citizenship status. Because, imo, he already knew the answer back in April ... he's not qualified. He is not a natural born citizen because his father was never a U.S. citizen.<BR/><BR/>THEREFORE, ... if you write, email, or FAX a U.S. Senator about Obama's citizenship status point out what their own "sense of the Senate" Senate Resolution 511 said about "natural born citizen" meaning in April 2008 of this year! Tell them to read their own words. The Resolution was adopted unanimously.
